CLARK COUNTY COMMISSION DISTRICT F

2010 - Back to Basics - Make it Happen

The American INDEPENDENT On Ballot In November 2010!

Only True Independent Voice In Clark County!

 SPECIAL NOTE:

It appears that the incumbent Democrat and the GOP insurance adjuster, a person typically skilled in denying claims, are both advocating they are "Independents" on their websites.  I guess, they are trying to emulate me, the only true Independent on the ballot for the office of Clark County Commissioner District F.  However, this concerns me that they are hiding behind America's renewed zest of FREEDOM from dictators due to the incompetency of the two party system. Here in Clark County, I am going against an incumbent Democrat who, as an licensed Real Estate agent, sold vastly overpriced homes in the market and put many a family in bankruptcy and foreclosure as she profitted off the housing market.  In addition her votes on the commission in support of developers has ensured these people who destroy families stay in positions to continue to destroy American families.  Then my other opponent, the GOP nominee who has not contributed one dime, to his campaign but uses rhetorical lies against opponents, is by career, an insurance adjuster, accustomed to saying "no" and denying Americans due processing of claims for injuries.  As for me, I am the only INDEPENDENT and the only candidate who will actually have to forefeit pay for this county position.  Think about that, I will have to give up my VETERANS compensation for this tasking, so that should tell you, I am in this race only for the people, not seeking any financial gain at all.  Therefore on November 2nd, 2010, look for the true Independent on the ballot, it is I, Master Sergeant Jeff "Sarge" Durbin, USAF, Ret. Viet Nam and Persian Gulf War deployed US Veteran!

The most liberal newspaper who falsely identifies theirselves as the only Independent Newspaper in the Las Vegas Community, otherwise known as the Las Vegas Sun ran an article praising the current commissioner for her actions in allowing the developer of Mountains Edge to be allowed to walk away from their commitment to we, the more than 20,000 residents of this commuity.  Even though the law required the developer to maintain a bond, i.e., insurance policy in the event of their failure she voted along with all the other commissioners to not make the developer forefeit the bond and reimburse the community but gave them carte blanche to walk away from Mountains Edge.  Leaving the entire 20,000 residents in limbo, as evident by the enormous foreclosures in the community and the overpriced homes minus the parks, recreating centers, etc., that were to be the hallmarks of this so called "Master Planned Community".  In her remarks made to the major newspapers here in Clark Clounty, she stated that "I do know what is best for the community!" and felt the developer was too big to fail, but it is OK for men and women who are raising families to lose their homes and be foreclosed upon, let alone file bankruptcy in the Mountains Edge community.  Evidently, her arrogance has no boundaries!  She has failed to realize her arrogance is what makes her the most hated public official here in the Southwest Las Vegas community of Clark County.  The writer of the article is a county reporter for the liberal newspaper and works out of a closet outside the commission meeting room.  The primary position at the county building for this reporter is to make sure the arses of the kings and queens of Clark County are lubricated daily.  This article was so one-sided, it is not even worthy of being used as a reference in determining which candidate is the better of the three to run, as it was written with a goal of being sincerely biased in its editing.  I was not even interviewed, so therefore, the one sided article stands alone.  Now we know, as if we did not all ready know the liberals who run the Las Vegas Sun have made their positions public.  I have lost all respect, at least what little I did have for this newspaper reading this article.  After serving more than 23 years on active duty, being a member of the 1979 Iranian Hostage Rescue Team, a Federal Inspector General and in general an advocate for people's rights at all levels, none of this was reported.  In addition my public service here in the Clark County, feeding and clothing homeless veterans and families were not worth mentioning.  As well, as my many hours of assisting people with applying for their public benefits via the highest unemployment rate ever expierenced in Clark County.  At the same time, the County Commissioners are intent on still feeding governmental contracts to those outside of Clark County ensuring our citizens remain mushrooms by being fed manure from the commissioners. The mundane and incompetent reporter focused soley on typos or statements he could not prove.  For instance, Brager's comments made to the residents of Mountains Edge where she publicly stated that if we did not show her respect for her having screwed us via her votes with the developer she would not show her face in our community were not noted.  Well, she has not and our community has prospered due to her avoidance of us.  In addition, her intent on destroying Blue Diamond by once again siding with a developer shows clearly her hatred of the residents of  District F. But in true form the Las Vegas Sun, intent on trying to keep the citizenship in its place via our high unemployment levels and foreclosure rates in District F fail to document that fact.  In addition, the current incumbent should never of had any input on the building of homes in this area or anything to do with the foreclosures as long as she is a licensed real estate agent and is making tens of thousands of dollars and throwing families in the streets via foreclosures!  Perhaps the Las Vegas Sun Newspaper needs to change their motto, instead of calling themselves an Independent Voice it ought to be renamed as the Voice of the Communistic Manifesto, as in the communist societies still in existence the newspapers advocated by the communist still stifle the truth! Lastly the person who wrote the article allowed the incumbent several paragraphs to speak, yet the incumbent failed to document why they are referring to theirself as an "Independent" or "Honest" when the photo that they are using on their political campaign looks like something from their high school days.  I would say, college days, but she is not a college grad to begin with.  One needs to only watch CCTV and see the true incumbent who after having served at the Clark County School District and had incident after incident and having been involved in major penalties via campaign finance infractions actually had the stupidity to ask the Elections Commission to forefeit her fines because she claimed she did not have the monies to pay the fines and asked for a waiver, however her tax returns show incomes of more than $100K plus and campaign donations of which she received were in the hundreds of thousands of dollars as well.  So to the biased reporter, next time you write, at least try to be fair and unbiased.  I used to have respect for this reporter, but now I see him as just a "yes man" kissing the rear ends of the incumbents as evident by his writings!

If you say "NO" to these questions...

* Is Nevada better off today than it was 4-6 years ago?  For instance have you losted more than 75% of the value of home as many here in District F have and joined the more than 14.5% of the unemployed here in this same district which is ground zero in the US for foreclosures?

* Are businesses flourishing and hiring in great numbers in Nevada, and is your employment secured? (Not likely if you live in District F of Clark County, where everyday you can see more and more foreclosure documents on the homes of those in your community!)

* Do you trust the Clark County Commissioners as they exit our federal prisoners and hire campaign managers being currently investigated by the FBI for bribing their own clients with $200K? Then refer to the candidates, such as I, for having served 23 years in the military protecting our Constitution as being inconsequential for wanting to have her outst?  For the crimes she committed against the community!

*Does it seem ethical for current Democratic incumbents to have association with criminal campaign manager who developed "Swift Boat" campaigns against military veterans running for political office? (Two years ago, campaign manager for Democratic candidate attacked  Viet Nam War hero and violated Federal laws by posting and attacking Veteran's medical history!  Viet Nam War Veteran received an Air Medal for VALOR!!!!  While Dental Hygienist who employed corrupt campaign manager, in violation of state rules on campaign ethics, allowed attack, did not even acknowledge and stop this illegal action from occuring!  This hatred of Viet Nam and all veterans needs to cease by the Democrats!  Whom do they think is responsible for their freedoms?)

*Are your elected officials working for you? Or is their primary job as a real estate agent effectively allowing them to work against you?  For instance in District F, current commissioner is licensed Real Estate agent who made hundreds of thousands in commissions by selling overpriced homes, attributing to our foreclosure problem.  After destroying community of Mountains Edge then moved on and is actively destroying Blue Diamond by giving another developer power to plow over natural beauty of Red Rock to put in cookie cutter homes, which will dramatically increase population in Blue Diamond hamlet and destroy Red Rock's natural surroundings and beauty! In addition the incumbent had the bad taste to tell more than 300 residents that if they failed to show her respect she would not visit Mountains Edge again, yet she has put out posters advertising herself as "Honesty, Indepenent" all the while, the photo is a photo of her, that must of had been taken more than 30 years ago. Just watch Clark County TV and you will see the ancient relic in her full glory!

*Are you content with the illegal aliens being given your taxpayer dollars to live in our communities illegally? Not to mention run up $100M plus bills at UMC of which no one in County has even asked Department of Homeland Security to reimburse for!  The current commissioner and others have failed to identify to the ICE commissioner the failure of UMC due to having to pay for the illegal cares, yet they expect us to think this is ok?

*Is it okay for government to strip you of your 2nd Amendment rights and mandate registering weapons? In other words, gun registration is all ready mandated by the Brady Law, why should we, or at least those with CCW have to carry a Blue Card with our CCW?  This is redundant and cost the county nearly $17M to administer this worthless document and govermental interferrence with our 2nd Amendment Rights.

*Is current leadership in Clark County making sound decisions regarding business growth and taxation to your benefit? For instance, allowing developers to walk away and take with them millions of dollars of funds meant for the community, i.e., Mountains Edge and other communities without any penalty.  Not to mention the current commissioner, even though the developer had a bond, refused to force the bond, which is insurance to fork it over, because she felt they were too big to fail, yet how many homeowners have lost homes via forclosures in Southwest Clark County?  How many families are now living on the streets due to be thrown out of their home for having been forced into buying overpriced homes by real estate agents such as the current commissioner who is a licensed real estate agent and is still voting on and being involved in real estate issues which is a direct conflict of interest!

*Do you believe that Nevada must rely on gaming operations to survive rather than growing new industries?  Or are you prepared to suffer the new sales taxes that will be imposed via the Clark County Commissioners after this year's election in November.  If you keep abreast of the news, it was all ready announced by an incumbent candidate that this will occur and reported in the rag newspaper the Las Vegas Sun.

*Are we doing enough to save lives on Nevada's roads? Obviously not, as the Clark County Commissioners had closed down the heavy duty equipment unit of the fire department whose duty it was to respond within minutes of vehicle accidents whereby men, women and children were trapped and being crushed to death. Having worked in a hospital for more than six years, I can say this, death comes in seconds and every extra minute the Clark County Commissioners imposed on the Fire Department's Heavey Equipment rescue units to arrive on the scene enhances the probability of death!

*If Clark County Commissioners mandate County Employees take pay cut, should they be exempt from same pay cut?  Have you noticed not one, even though they are getting tens of thousands, even millions of dollars in political donations, have taken no pay cuts? Yet they are firing left and right not only Union employees, but the most minor of employees at governmental levels, to include housekeepers and those who assist nurses in emptying bedpans and making beds, etc.

*Should the job of County Commissioner be political to begin with versus non-partisan?  The current County Commissioners had advocated at a recent meeting that Las Vegas is a Democratic community and that all the leaders are democrat.  They seemed to be proud to have maken us a communisitic society with one party leading.  In reality, at the county level and below all offices should be non-partisan for the benefit of the people!

*Any and all Clark County Commissioners who plan on running for political offices elsewhere be allowed to collect pay?  (Resign to run laws!)  Look at the current leader of the Commission, he has collected a full salary while pursuing, fruitless, a higher office.  We need to implement "Resign to run laws" to mandate that anyone who is seeking to advance theirselves fiscally by another office pay for this out of thier own pockets versus us, the taxpayers!

*Should any "no-bid" contracts ever be put on the market for friends and family members of current Clark County Commissioners to received unchecked?  In the past few months the commissioners have awarded more contracts to companies outside of Clark County while we still maintain a 14.5% unemployment rate. How right is this?

*Should we give any contract to any company outside Clark County and/or Nevada while we have massive unemployement here?  Should we continue to deny new business growth via this practice of awarding contracts outside county/state?

*Should commissioner of District F ignore people as they have done regarding Mountains Edge and Blue Diamond, by placing their industry above the people?  (Note:  current District F commissioner noted for having violent temper.  State to residents if she gets no respect do not expect her to come to their community.  Possible danger to others due to her violent nature and her contempt of residents. Not sure if psychologically imbalanced or just not capable of working with others! (However DTO and DTS should be considered a serious problem for a commissioner who strikes back at voters as this one is noted to have done!)

*Should county employees be allowed to telecommute when no one has any oversight over them?  (Note:  employees currently must sign in once a week to document hours.  How easy is this to circumvent!  County employees must be monitored and their activities closely watched as the county government is paying their high salaries.)

*Should the lowest ranking employees at UMC be fired first?

*Should County Commissioners directly influence Constitutional rights of all citiznes of Clark County by micro-managing Judicial Budget?  (Note:  Constitutional right to speedy trial is impaired by Commissioners sitting on Judicial budgets and not allowing judges to run swing shift/hire more staff to allow residents to have speedy trial as guaranteed them)

*As a resident of Sandy Valley and Good Springs are you content on driving on an unimproved county owned road back and forth to Blue Diamond and to your jobs in the communities of Pahrump and Indian Springs?  (Note:  The residents of Sandy Valley and others have petitioned the County to pave this road with minimal basics and they have failed to and ignored the people of this community!)

*Recently both Senator Reid and the GOP candidate put their opinions in the RJ regarding the military members and veterans that will soon be added to the unemployed rolls here in Clark County.  None of them addressed how they will handle the influx of unemployed veterans and how they will ensure the VA and those reponsible agencies assist them in resettlement.

*The Clark County ordinance/law that allows builders to walk away from their committments to homeowners will be repealed.  If this means putting it on the ballot, then I will personally walk neighborhoods and advise the residents of Clark County how the current Clark County Commissioner and her relationship as a Real Estate agent has harmed not only Mountains Edge but other "Master Planned Communities" in Clark County!

*Should Clark County be involved in managing a "Shooting Range?"  Is that not private enterprise?  Also, since it is so far underwater in fiscal maintenance, should it be turned over to a private enterprise with the capability and knowledge to run this operation versus Clark County employees who are learning via On-The-Job Training. (Note:  By turning this over to private enterprise, we will prevent the current pissing contest being carried on by two commissioners with different views on this subject.  As a gun owner myself and a CCW approved carrier, I feel that it is best to turn it over to private enterprise to encouraage private industry growth versus expanding governement in Clark County.

It's time to say "YES" to Jeff Durbin's answers

 1. Promote vocational training schools as alternates to the regular high schools. This will give students trades that are needed in today's market.

2. Promote Clark County as the newest market for retirees over the age of 55.

3. Build more parks to encourage an active lifestyle.

4. Increase manpower levels for the firemen and the police officers. Will allow for fireman to successfully rest at end of shift and not pull extra duties that manadate overtime pay.  This will also, reduce massive overtime wages from being paid and keep pipeline open for new and younger employees to be hired.

5. Require a mandatory motorcycle safety class prior to receiving motorcycle license for 18 and under.

6. Spruce up Clark County. Remove all non professional signage, i.e, handscribed signs asking for jobs, etc.

7. Develop a public access cable station

8. End all "double-dipping" practices in Clark County. Employees collecting retirement cannot continue to work the same job and get paid twice. This would be especially important to mandate that no Clark County retiree can run as a County Commissioner and double dip their retirements as is the practice now.

9. Give Clark County-based businesses and workers the first crack at county contracts. NO-BID Contracts will never be awarded ever again. These contracts stink of nepotism and favortism.  NO contracts issued by Clark County will be given to any company/business outside of Clark County and/or Nevada while we suffer so much unemployement here!  The conception that Clark County residents are incapable of creating business to do contracts for county will be nixed immediately!

10. Lower starting costs of getting business licensing in Clark County. In addition, lawfully bar Clark County employees involved in licensing from visiting business after hours for devious reasons!  Any business licensing employee visiting a legally licensed company after hours to intimidate the owners will be investigated for Ethical issues and for potentially attempting to extort funds from the business owners.

11. Review current code laws that restrict severely new green products from being used in construction of homes and business.

12. Will establish office of accountability for all employees and residents/businesses to report Clark County employees that may be involved in practices counter-productive to integrity of Clark County Governement.  Office will be staff by the most aggressive Clark County Attorneys and Sheriff Investigators who will be given full support to question, detain and arrest any and all Clark County Employees known to be violating any and all unethical practices.

14.  All Union Contracts will be reviewed personally by Master Sergeant Jeff Durbin to ensure compliance by both management and the workers.  If County and Union agreeded to work together, it will be so, there will be no Union versus County mentality in Clark County.  The Union has responsible to be voice for  workers, however, they also have responsible to ensure workers adhere to all details of contract.  If they are falling short by not giving 100% to the county, then they are in default.  If management is purposely harming employees, via reprisal actions for having unearthed unethical practices, management will be relieved of duties and prosecuted for Abuse of position.  Federal laws will prevail for the protection of employee.

 15.  Will mandate an end to tele-commuting of Clark County Employees.  System is seriously flawed as there is no accountability over emploees not in an office.  In addition, when county employees arrive at work and the shift begins, they will begin working, not drinking coffee, eating breakast or reading the paper on county time!

16.  Will require all low ranking UMC employees, i.e., housekeeping staff, nursing aides, etc., to be exempt from any cutbacks.  These people are those that help the nurses the most, empting bed pans, making beds, freeing up nurses for their strenous activities dealing with patients.

17.  End Mountains Edge HOA community from having to pay for the security and the maintenance of a county public park!  (It is not fair to make residents of this HOA to pay for a county park when HOA has other obligations for its members)

18. Stop Blue Diamond community from being exploited by unnecessary developement by currently bankrupted developers.

19.  Ban reporters from meeting with commissioners and other elected officials unless both sides of the issue are presented.  This would prevent the liberal press from lying and keep the conservative press from not giving, us the citizenship good information regarding our communities.

20.  Charge a rental fee for the offices at the Clark County facility that are being used by two newspapers in this town.

21.  Additionally, if the two major newspapers are being given access to the county via their closet space outside the chambers, then the various other newspapers here in Clark County to include the conservative Las Vegas Tribune is entitled also to having a space to report on and from at the county building.  This would only be fair and allow us, the citizenship to get a balanced view of County politics.

22.  Mandate that all county offices and below be non-partisan.  This constant political in-fighting being waged on a daily basis at the County levels harms the residents of Clark County as the political ideology of the two major parties cause us nothing but turmoil.  It is time that the politicans learn to become servants of the people versus us being subservient to them as is the practice now in Clark County.

23.  End all preferential treatment by the news reporting agencies to incumbents.  It is important to the people to know if a candidate for office is much more qualified than the incumbent, so that the voter may make a better informed decision and choose the more qualifed candidate over the incumbent.

24. Put caps on all political office spending.  I realize the Supreme Court has ruled that Campaign Reform violates Freedom of Speech, however, the Supreme Court has failed to realize that by not putting monentary caps on office levels allows incumbents to accumulate tens of millions of dollars of wealth, ensuring the citizenship never is allowed to run for office and therefore is violating the fundamental rights in our country to allow the people to govern the people versus the upper and richer class to dominate our society!

25.  With the permission of the people and their concurrence, any and all developers who put up a bond, such as they did in Mountains Edge will have that bond taken for their failures to meet the obligations they promised to the community.  If the developer has to file bankruptcy, I would prefer they do so, versus 20K residents due to the Commissioners believing it is OK for a homeowner to lose their own and file bankruptcy, even 20K of them versus one builder who had by law, had to provide a bond in case they failed.  Their failures should not be our fault as residents.  That is why they put up their bond/insurance and that is why, we as Commissioners should retrieve those bond/insurance funds period!

26.  In no form or fashion should Home Owner Association fees be used to subsidize Clark County Parks as it is currently being done in Mountains Edge.  The HOA funds in the community are meant for community improvements.  If a park is desigated as a county park, then the county has the responsible to clean and police it period.  Not the residents of the HOA as is the norm now in Mountains Edge where hundreds of thousands of HOA funds being spent on Exploration Peak Park because of the current Commissioner of District F's failure to listen to the people and her contempt of the citizenship.

27.  Under no circumstances will any Clark County Commissioner who is a licensed real estate agent will have any say on any vote in relationship to HUD funds, as is the practice now, where the current District F commissioner helps to line the pockets of her industrial peers with these millions of dollars of HUD funds.  All HUD monies will be given over to the non-profits for them to renovate and upgrade the foreclosed properties here in Clark County.  In addition, properties that are of no value to Clark County but could be used as safe havens for abused children and spouses will be renovated via these HUD monies and given to the non-profits.

28.  Additionally, under federal law, any and all funds designated as grants for specific purposes and misused by the Clark County Commissioners will be referred to the Department of Justice for prosecution.  Under Federal Law, any grant issued by Congress and not used for that purpose and used for any other program by the county is what is called "Contempt of Congress".  Recently the Clark County Commissioner of District F, tried to move funds designated by Federal Grant for Laughlin to be used in the Mountains Edge community.  As a previous Federal Agent who wrote grants, this is a grave crime and it is "contempt of congress" which carries a federal sentence.  For the current District F Commissioner to even contemplate this let alone being ignorant of the use of federal grants shows her inability to be worthy of being a commissioner here in District F.

29.  When a County employee retires from Clark County they will never be given the opportunity to return back as a consultant, new employee, etc., to avoid double dipping.  However, if they do retire from the county and start their own business, they will not be penalized or even considered as a double dipper because in reality, once they become a business owner and are retired, they will be entitled to bid for government contracts that will put our citizens to work.  I support Small Business growth and will never penalize those who take the greatest step in America's freedoms and that is to be their own boss!

30.  The unimproved road (dirt) that is used by more than 2000 District F residents will be improved.  It will be made save and usable for the community and the residents who need this bypass road to access their jobs and to avoid hitting Las Vegas traffic on a daily basis.  In addition the residents of Sandy Vally will have unimpeded access to my office and I will welcome all of their suggestions to help them grow their communty under home rule as I am a firm believer of home rule versus governental intervention.  The government is meant to only help residents not direct them and control their lives period.  Providing the residents of Sandy Valley will improve their lifes vastl, not to mention the millions of dollars businesses in the area will save by not havig their road equipment beatened up daily on this unimproved road.

31.  Regarding the return and influx of hundreds of thousands of veterans back into our community of Clark County, I plan on welcoming them back and offering them many incentives to aid them in resettlement.  They will be given priority, repeat priority placement as Clark County employee as repayment for their committment to our lives here in in the US where they put their lives on the line for us.  In addition, all Clark County Contracts will be allow for them to receive preferential treatment as well.  If these veterans are confused about the language regarding how to apply for and possibly be granted a Couty contract, I or my assistance will personally guide them through the process.  In addition, I will mandate that the Clark County Contract office explain in simple language to not only veterans but all citizens in how to obtain Clark County contracts.  All Clark County contracts will not be written in language where you need an attorney or a Phd to understand.  That is my promise to you!
